I just did the update and I was having the same issue in different words: My notification that kept popping up said " Skype wants to sign using express vpn client in your keychain". (I'm using Skype under another e-mail address, but I had to use my old hotmail for this forum, hope that's ok.) It is not really acceptable to force buggy updates on people.
I will not update Skype until a fix is released, and if that renders Skype unusable fortunately there are multiple great alternatives.

Given that no other settings were changed other than update to 8.60 I am confident that this is a Microsoft bug, much like the recent one in the Office for Mac AutoUpdate that was generating nuisance dialogues until an update was quickly pushed out. Of course, now I am stuck with the Notification badge to update, since Skype does not have the option I have just restored to Skype 8.59.0.77 from a Time Machine backup and it works correctly and does not generate the dialogue prompts to access my Keychain. I hope this guide helps you get a little more from Keychain. Now you can set this keychain to close at an appropriate time – this is particularly useful for enterprise users who can store their enterprise login details in this more secure area (adding these to a new keychain, File>New Keychain, for extra security). To auto-lock Keychain, select it and choose Edit>Change Settings for Keychain. The login keychain is unlocked when you login. (Look for the small padlock icon on the right hand top side).
